E.g. Priest/Rogue with Wand as Main hand weapon and Dagger as 2nd weapon?

Priest/rogue can use hammer in 2nd hand.

Mmmm pretty sure they can, actually offhand hammers with healing points are for them. They can't use daggers. And ofc they can't use anything that is specific for main hand only, like anyone else.
You need to make sure that it's an off hand hammer. When the description says "mainhand" it can't be worn as offhand.

There's like 2 at that level and idk if it's even obtainable, a lot of the hammers from 55+ are all 1h. There's also '1h' wands that can be offhanded but they're even more rare and random

You don't really want to unless this is for some themed video project. Just grab a Wand or Staff, replace it every once in a while as you level up, start working on your gear once you get close to max level.

Oops, looks like there is a bug in the game.
Here it says, that axes Can Use: Warrior, Champion, Warden & Class with secondary Warrior.

yes, P/W's can use an axe, but, are probably better off with a hammer. The use is allowed from crossover skills from warrior side.

Ah, okay, so it's about a portable xp booster. There are several item shop weapons you can equip at level one, they are intended as skins, they serve well for various leveling purposes. Most of them are only for sale during special events. The Snowflake Festival Tree drops during the Snowflake Festival, there's bound to be a few stashed away, you might be able to holler for one on global.
There's also the Coastal Wooden Hammer, not sure how to obtain it.

I found it unimaginable that ANYTHING/Rogue would be unable to benefit from the damage boost of an off-hand dagger, so I just now logged on my P/R and tried. The Varanas weapon merchant has two daggers and they are red-lettered on the priest. So you are correct. P/R cannot use a dagger in either hand. Bummer.
Upon further reflection- P/R still has access to the rogue general skill Shadow Stab, which still gives a DOT bleed, but ONLY if the main hand weapon is a dagger.
There's an elite for R/W-W/R that transfers that bleed to axes and one for C/R that eliminates the bleeds, but adds additional dark damage if you are using a hammer.
Since P/R cannot use a dagger, it seems like maybe the game developers missed something here when creating elite skills.
Kinda like a Mage/Knight having "Shield of Discipline" as an available crossover skill, but not being able to use a shield?
