Where's Arlya?

    How can I find the Arlya for the mentioned quest? Online database suggests visiting coordinates 65, 9 and I did. Sadly the NPC isn't there. I remember doing this quest on another char and it completed without any problems.

    Retaking quest, changing channels didn't help.

    Any ideas?

    Without using loc coords, I ran into him while looking for something else. On the map, he is just above the "ment" in Sharptooth Settlement.
