What contract and what phase effect? I've never seen either of these terms in the game anywhere. let alone in regards to zodiac pets.

Nope.
"phase effect" means the buff you get from the zodiac pets
"contract" means the type of buff the zodiac pet gives. e.g. all attributes, hp, drop,.... (its
So the item works as in the following example:
If you have not yet activated an adult zodiac pet today (so you have not yet received an adult zodiac buff), you can change the buff of the pets with this item. If it currently has +3% HP, you can change it to +2% all attributes.
for normal pets this item is useless (because you can have 12 of them... so enough pets for all possible buffs)... buf for your 13th zodiac pet it's great. many guys have f.e. hp or other stuff and are annoyed that you can't change the attribute. I have e.g. chose a pvp attribute on a char as a legendary 13th zodiac pet and haven't played the char in pvp for 3 years. so i would change it to all attributes
Is there any way to reset pets for newbies who unknowingly (to be more honest due to a lack of information) created several zodiac pets/dracos and are now unable to create a secret pet? Unfortunately, during the first months of the game, I followed only the advice received from random people in the game, and only later began to scour the Internet for information. And even then, I understood the importance of the secret pet again from the chat, even in the wiki there is not a word about the fact that it gives enhanced buffs.

what do you mean by "unable to create secret pet"?
if you have already made other zodiac pets, that's fine. you must have crafted all 12 zodiac pets before you can craft the 13th. if you crafted it but picked the wrong buff, the said item is right up for you
Well, note on wiki says:
So, I decided if I already made adult and legendary, then I can't get secret pet. Thx for the answer, now I have what to do for a while in game 
the most efficient way is to craft all 12 pets as young -> get the 13th young. then all 12 pets to adult -> get the 13th adult. then all 12 pets to legendary -> get the 13th legendary.
but you can also simply own each of the 12 pets once as young, as adult and as legendary at the same time (36 at all). This costs a few more resources, but has no other disadvantages

This is the problem of modern RoM - the lack of full-fledged guides. Information has to be collected bit by bit from different sources and only the most stubborn reach the end. It is also worth considering the number of players who own information, but are unwilling to share it to continue their hegemony (I will not touch on the topic of cheaters and exploiters, etc. here.). With today's competition in the world of games, this clearly does not work for the benefit of the project.

young and 13th young are the same
you can't summon a normal legendary pet with an adult 13th (these are the same buffs and overwrite each other)
f.e. all pets give you all attributes:
-> normal adult 2% + normal legendary 3% = 5%.
-> 13th adult 3% + 13th legendary 6% = 9%.
-> 13th adult 3% + normal legendary 3% = 3%
and yeah... with Iffie’s Heart you can f.e. use one day pvp reduce and hp/mp and the other day all attributes with your 13th pets (you just need for each pet and change such an item)
